Description
The Department of Agriculture, Fisheries and Food requires the services of a Consultant with expertise in civil and environmental engineering to prepare a preliminary report, detailed design and Tender documentation and Works Stage for environmental assessment and remediation works, as required, at four syncrolift boatyard sites in the Republic of Ireland (Howth, Dunmore East, Castletownbere and Killybegs Fishery Harbour Centres (FHCs)); and to develop and deliver a design solution. The sites will generally be within the site enclosures of the syncrolift compounds and will include outdoor areas and buildings therein (and in particular the tranverser pits at all sites and a Boatyard Repair Building (BRB) at Killybegs). Services will be required as follows;(i) Attend a start up meeting and monthly meetings with the Client's project team.(ii) Review ongoing or completed (as applicable) environmental site investigation works at the 4 No. Syncrolift sites; and advise in relation to sampling, testing and analysis, including any amendments required or additional requirements.(iii) During or following completion of the environmental site investigation prepare interim stage reports and final report (Preliminary Report). Allow for two stage reports and one final report. A preliminary cost estimate for the project will be required within 3 weeks of award of contract. The preliminary reports shall be delivered in hard copy (6 No.) and electronically in .pdf format.(iv) Preliminary Report shall include commentary on the site investigation, prepare at least three design solutions (including a DO NOTHING solution). Each design solution shall be accompanied by detailed drawings, pre-works and works programme (MS Project), detailed cost estimates, discussion of environmental benefit, statutory responsibility (with reference provided to relevant EU and Irish legislation), environmental and health risk analysis, conclusions based on BATNEEC (Best available technology not entailing excessive costs) principles. Design solution shall provide for a future waste management operational system and shall include any development works required at the sites to facilitate operational maintenance works and/ or routine clean up. The Preliminary Report shall include a section on overall conclusions and recommendations and an executive summary.(v) Develop the preferred solution to (a) detailed design and (b) to tender stage using the Department of Finance Tender documentation.(vi) Undertake PSDP Duties for the project(vii) Prepare an environmental report for the preferred design solution. Report to include for works stage and future operational stage. Report to be sufficient for statutory permit applications as required(viii) Ensure compliance with all statutory requirements and standards that apply atthe time of preparation of the report(ix) Consult with local and / or National statutory agencies as required. Include for 10 No. meetings(x) Tender action/evaluation/award(xi) Works stage duties for Traditional or Design/Build contract as required(xii) Handover of Works
