Description
The objective of this ‘Invitation to Tender’ is to appoint a suitably qualified individual or organisation to deliver an energy performance measurement and reporting programme of an excellent standard for the public sector in Ireland, to be recognised nationally and internationally as such, and enabling the provision of extensive value added services that enable and drive energy saving actions across the entire public sector. The appointed service provider shall deliver, in consultation with SEAI, DCENR and Public Sector stakeholders, the following intrinsically linked core deliverables.A – Develop & implement a reporting system to collect, interpret, analyse and report on public sector energy consumption for annual reporting purposes as mandated in the NEEAP and SI 542 of 2009.B - Develop a methodology for measuring and tracking progress towards the 33% energy efficiency improvement target for 2020, and devise a methodology for determining and assigning energy efficiency targets to public sector bodies and/or sectors.C - For the core deliverables above, provide the necessary supports and expertise for effective management and communication with stakeholders, excellent customer services and project management.
