The Awarding Authority spends over #380million every year on goods and services from external suppliers. This Procurement Strategy lays down the Awarding Authority?s priorities and approach for achieving best value for money from our procurement over the next three years. With increasing financial constraints, and the need to get more for less, improved procurement is high on the agenda, both for the Awarding Authority and for local government nationally. Excellence in Procurement can not only achieve significant savings and efficiencies, but also contributes to achievement of the Awarding Authority?s social objectives. The Awarding Authority is now a 4-star authority, and effective procurement is essential in supporting the Council as it continues to improve strongly. We work with companies of different sizes to buy goods and services. It is essential that we protect public money by purchasing in the most efficient way. Two key ways to ensure this happens are securing `Best Value? and assessing `Whole Life Cost?. The council has to ensure it gets the best value for money in purchasing goods and services from external sources. Provision of coaching training The Awarding Authority is an approved ILM Centre currently accredited to provide the following management qualifications: Programmes are delivered in-house in the Awarding Authority?s training suits. We are looking for training providers who can deliver the underpinning knowledge for the qualifications, and who can assess the candidates by marking their work. Providers are also expected to be able to provide tutorial guidance and support. It is expected that we will train a further 20 members of staff as coaches. We are looking for training providers who can deliver a high standard of training and support and who can provide up to date information, a range of theoretical perspectives and complex issues. All providers are expected to have a sophisticated understanding of equality and discrimination. It is a requirement that all ILM programmes have a distinct induction explaining the requirements and content of the programme. A range of delivery methods can be proposed. However it is essential that any proposal is based on ILM guidance for the minimum number of guided learning hours per unit. Tower Hamlets employs an internal verifier and all candidate work is subject to external verification by the ILM. Providers are fully involved in these processes. (b) Provision of a coaching Service As part of this tender the provider is also required to coordinate and deliver a coaching service based on manager referrals and self-referrals and to ensure a high standard of guidance and support for those providing coaching. The provider will also be required to identify a range of coaching resources for managers and update these are required The anticipated contract start date is 2nd August for an initial period of One year.
