Description
The Local and Community Development Programme in Ireland is a new programme formed out of the amalgamation of two separate but related pre-existing programmes – the Local Development and Social Inclusion Programme (LDSIP) and the Community Development Programme (CDP).In 2011, the Department will be commissioning a national evaluation of the LCDP as a whole (the ‘main stage’ evaluation). This main stage study will assess the impact and effectiveness of the Programme on beneficiaries (both individuals and communities) in relation to the national goals and objectives. This element of the study will involve the assessment and measurement of change in outcomes for beneficiaries over time. A second focus of the proposed main stage study will be on process or implementation issues, in particular exploring the degree to which the local areas have been able to implement the Programme as designed, how well the new Programme has been implemented, and identifying enabling factors and barriers to its effective delivery at both local and national level.The Department now wishes to commission a feasibility study to inform decision-making with regard to the commissioning of the national main stage evaluation in 2011. It is anticipated that the feasibility study will run for approx. five months, commencing in early December 2010 and finishing by mid to late April 2011.
