Description The awarding authority wishes to appoint an organisation to construct a new East Neighbourhood Office and Library in the named location. The ENOLC will provide modern and fit for future accommodation with library, meeting, community engagement facilities and back of house areas on the ground floor, and open plan office, meeting space and a staff collaboration area over two upper floors. A plant room is located on the fourth floor. The total floor area is approximately 4,510sqm. The building will be used by over 350 staff from four departments of The City of Edinburgh Council, adopting flexible working approaches and delivering vital neighbourhood services. Externally a new road will be constructed to the East of the development with delivery bays and car parking, the construction will also comprise works to form a new pavement to the front of the building and a garden, staff access and bike area to the North boundary. The ENOLC is located on the site of the now demolished St Francis Primary School opposite the existing neighbourhood office at 86-88 Niddrie Mains Road. The appointed organisation will be expected to have recent experience of office construction projects with a demonstrable record of success. A multi-discipline team including the disciplines of Project Manager, CDM Co-ordinator, Quantity Surveyor, Architect, Mechanical and Electrical Engineer, Structural Engineer, Commissioning Manager, BREEAM Assessor and Sustainability Advisor have already been appointed by The City of Edinburgh Council. The contract comprises the complete construction works for the office and library including the associated external works and connection of utilities. Organisations are expected to fully commit to facilitating the City of Edinburgh Council's BREEAM Excellent/Outstanding aspirations for this project. This will involve working with the Project Manager, Design Team and the BREEAM Assessor throughout the works.
