Description In March 2009, the Cyrenians Cymru was awarded funding under ESF Priority 2 (Increasing employment and tackling economic inactivity) – European Convergence Funding to Tackle Economic Inactivity – in the Swansea Bay area. The aim was and is to build on the achievements of Cyrenians service developments under the European Objective One programme by delivering training and sustainable employment opportunities for disadvantaged adults. The Funding was let, from 11 December 2009 until 30 June 2012, as two contracts for: • The provision of structured support to severely marginalised groups to enable them to get into work; and • The provision of training support, to these same groups, that enables people to achieve knowledge, skills and confidence that lead to progression to further education, training and employment. CROSS CUTTING THEMES The cross cutting themes that apply are Equal Opportunities and Environmental Sustainability. THE EVALUATION The purpose of the evaluation is to provide a trial balance of work so far and make recommendations that will inform the discharge of the remainder of the contract. It will commence by Friday 22 October 2010. To this end the Evaluator will be required to: • Provide a written report covering all the areas of the specification; and • To make a presentation, to the Board of Cyrenians Cymru, covering the salient points of the report. The written report must be produced and submitted by Friday 11 February 2011 and the presentation made to the Board of Cyrenians Cymru by Friday 25 February 2011. EXPERIENCE AND QUALIFICATIONS THOSE SUBMITTING QUOTES Bidders will be required to demonstrate: • An understanding of European Social Fund Projects and the 2007 – 2013 Convergence Programme – and its relationship to the Lisbon Agenda; • Experience in evaluating provision for the socially and economically marginalised; and • The capacity to undertake this evaluation to the required standards and timescales. PRICE The budget for the Evaluation is up to £7,500. Bidders should note that the quotation they give may affect the award of the contract. SPECIFICATION AND SCORING SCHEDULE The specification for the Interim Evaluation, including an indication of what bids should address is attached, in the form of a Briefing Note. In the event that the conditions in the Briefing Note are not met, a bid will not be considered. DEADLINES AND QUOTING Organisations wishing to quote to bid to provide the Evaluation should note that: • Quotes must be received by our Procurement Team (details below) by 5.00pm on Friday 24 September 2010; • A quote properly constituted consists of three hard copies and an electronic version – sent to the addresses below; and • It is anticipated that a decision on the award of the Interim Evaluation will be made by Friday 8 October 2010; and It is also anticipated that a decision on the award of the contract will be made and communicated to the bidders by Friday 8 October 2010.
