NHS Quality Improvement Scotland (“NHS QIS”) is looking to commission a web development partner to create a family of websites for NHS QIS and its subsidiary organisations.NHS QIS supports NHS boards to improve the quality of patient care by:o providing advice and guidance on effective clinical practice, including setting standardso driving and supporting implementation of improvements in quality, ando assessing the performance of the NHS, reporting and publishing our findings.Web development, and our ability to engage with target audiences online, has been identified as pivotal in the success of the NHS QIS communication strategy.Earlier this year, NHS QIS procured Alterian’s Content Manager Corporate Edition (version 6.2) previously known as Immediacy.The bidder is required to configure and develop the system to create a suite of websites and workflows that meets the needs of the organisation and its subsidiaries. This will include configuration of Alterian plug-ins and creation of bespoke plug-ins.The bidder is required to gather and present our specifications taking into account the following conditions:o NHS QIS and subsidiaries have 10 existing systems to be migrated into the Alterian system.o The existing systems vary in specifications and in migration needs (some will retain existing architecture, design and data structure, others will be adapted).o All existing URLs need to be retained for a period of 3 years.o Content management users are expected to increase from 15 to 50 over the next 18 months.o NHS QIS will re-brand to Healthcare Improvement Scotland on 1 April 2011.o There is the option to upgrade to Alterian CM 7 from October 2010 onwards; advice on the scheduling of this upgrade will be sought from the Alterian supplier and the successful bidder.The successful bidder will be required to work with existing system suppliers, Auros; the supplier of the Alterian System and SHOW; the hosting supplier.The successful bidder will be supported by an internal project team and various internal working groups will be available to aid requirement gathering, migration planning and testing of the development. Brand guidelines and HIS transition support will also be available.NHS QIS require transparent project management access during development and robust and responsive support services after development. The successful bidder will also be required to provide training and documentation to NHS QIS staff.
